About the role

A great opportunity for an exceptional Operations Project Manager, to join the Porterbrook team.

Role Purpose
To ensure all rolling stock projects & contracts undertaken at Long Marston Rail Innovation Centre are delivered safely, on time to standard and to budget.

To oversee the safe delivery of all rolling stock maintenance activities undertaken within the maintenance facilities and train storage yards at the Long Marston Rail Innovation Centre – in accordance with contractual requirements.

To forge strong relationships with customers and stakeholders to support continued pipeline growth of rolling stock projects delivered at Long Marston Rail Innovation Centre to maximise long-term utilisation of the AMF, OMF and train storage yards.

Responsibilities
  • Ensure rolling stock projects undertaken at Long Marston Rail Innovation Centre are delivered safely and in accordance with the framework specified within the Porterbrook Standard for Project Management (ENG/T2/16) and relevant site procedures
  • Work with the Bid and Revenue Manager to conduct deliverability assessments to ensure the scope and requirements of rolling stock projects to be undertaken at Long Marston Rail Innovation Centre are understood and arrangements are in place to enable safe delivery – prior to commencement 
  • Develop & maintain risk registers for all rolling stock projects undertaken at Long Marston Rail Innovation Centre to ensure that identified risks (incl. safety, financial, quality) are quantified, and work with the Safety & Environment Manager, and Operations Safety & Standards Manager to ensure suitable & sufficient controls are in place to manage such risks to a level as low as reasonably practicable (ALARP)
  • Develop & implement project key performance indicators (KPIs) to proactively monitor project delivery performance and service levels
  • Work with the Revenue and Bid Manager to undertake regular reviews of rolling stock projects to monitor delivery performance 
  • Work with the Porterbrook audit team to support the audit of suppliers of rolling stock projects to ensure compliance with contractual requirements 
  • Review contract variations for rolling stock projects undertaken at Long Marston Rail Innovation Centre to ensure applicability, and offer value for money
  • Oversee the safe delivery of all rolling stock activities carried out within the maintenance facilities and train storage yards at Long Marston Rail Innovation Centre – in accordance with contractual requirements 
  • Work with the Safety & Environment Manager, and Facilities Manager to ensure maintenance facilities remain in a safe and fully operable condition to enable delivery of rolling stock projects
  • Undertake inspections of maintenance facilities as required by the Safety & Environment Manager
  • Chair daily meetings with customer points of contact to agree and monitor daily rolling stock project activities, identify issues (internal & customer), agree actions, and/ or support requirements to enable safe delivery of work
  • Carry out daily walkarounds of maintenance facilities with suppliers/ customers to ensure adherence to agreed Risk Assessments & Method Statements (RAMS), permit conditions, relevant site procedures, protocols & housekeeping standards
  • Work with the Operations Manager to ensure train movements within maintenance facilities are planned and resourced, and the required train and line protection is in place
  • Manage the review of Risk Assessments & Method Statements (RAMS) for rolling stock projects undertaken at Long Marston Rail Innovation Centre to ensure scope of works can be safely delivered and is compatible with the assigned facility/ location – and other works (current/future) taking place in the facility/ location
  • Manage the issue and closure of permits to work for rolling stock projects undertaken at Long Marston Rail Innovation Centre
  • Manage the interface with other Porterbrook departments with regard to accessing, and working on rolling stock stored at Long Marston Rail Innovation Centre
  • Produce reports for the General Manager – Operations & Safety, Project Management Office (PMO), and other stakeholders 
  • Attend meetings with and/or on behalf of the General Manager – Operations & Safety as required
  • Ensure arrangements are in place for customers to complete relevant site inductions prior to commencing work

Skills / Experience

What you'll need to have
  • Degree or HNC (or equivalent) in an engineering discipline
  • Formal Project Management qualification 
  • Good knowledge of project/contract management in an operational environment
  • Experience in undertaking and/or managing rolling stock maintenance (Level 1-4 and/ or L5) and/or modification programmes
  • Good knowledge of railway depot management 
  • Experience in managing third-party suppliers & stakeholders
  • Good knowledge of project management tools 
  • Ability to understand and comment upon engineering instructions and drawings
  • Knowledge and understanding of vehicle maintenance and overhaul requirements
